13         Substitute Amendment for Amendment (294167) (with title

14  amendment) 

15         On page 3, between lines 16 and 17, of the bill

16

17  insert:

18         Subsection (2) of section 230.22, Florida Statutes,

19  1998 Supplement, is amended to read: 230.22  General powers of

20  school board.--The school board, after considering

21  recommendations submitted by the superintendent, shall

22  exercise the following general powers:

23         (1)  Determine policies and programs deemed necessary

24  by it for the efficient operation and general improvement of

25  the district school system.

26         (2)  Adopt rules pursuant to ss. 120.536(1) and 120.54

27  to implement the provisions of law conferring duties upon it

28  to supplement those prescribed by the state board and the

29  commissioner. School boards may adopt rules for governance and

30  operations, general school administration, fiscal management,

31  support services, facilities management, personnel,
