14         On page 3, between lines 16 and 17,

16  insert a new section:

17         Subsection (2) of section 230.22, Florida Statutes,

18  1998 Supplement, is amended to read: 230.22  General powers of

19  school board.--The school board, after considering

20  recommendations submitted by the superintendent, shall

21  exercise the following general powers:

22         (1)  Determine policies and programs deemed necessary

23  by it for the efficient operation and general improvement of

24  the district school system.

25         (2)  Adopt rules pursuant to ss. 120.536(1) and 120.54

26  to implement the provisions of law conferring duties upon it

27  to supplement those prescribed by the state board and the

28  commissioner. School boards may adopt rules for governance and

29  operations, general school administration, fiscal management,

30  support services, facilities management, personnel,

31  instructional programs, student management, parent relations,
