  1                      A bill to be entitled

  2         An act relating to campaign financing;

  3         expressing the legislative intent to reform the

  4         laws relating to campaign financing; providing

  5         an effective date.

  7         WHEREAS, the current system of privately financed

  8  campaigns for election to statewide and legislative offices

  9  undermines democracy in this state, and

10         WHEREAS, a voluntary "clean money" campaign finance

11  system using public moneys for campaigns in primary and

12  general elections would enhance democracy in this state, NOW

13  THEREFORE,

15  Be It Enacted by the Legislature of the State of Florida:

17         Section 1.  The Legislature intends to reform the

18  campaign finance laws by enacting the "Florida Clean Election

19  Act" to publicly finance campaigns for elections to statewide

20  and legislative offices.

21         Section 2.  This act shall take effect upon becoming a

22  law.
