14 On page 3, between lines 9 and 10,

16 insert:
17 Section 2. The Department of Children and Family
18 Services and the Department of Juvenile Justice, in
19 consultation with the Office of the State Courts
20 Administrator, shall develop a proposed plan to realign the
21 districts of each department so that the district boundaries
22 are consistent with the boundaries of the judicial circuits.
23 In the proposed plan, the boundaries of the districts of the
24 Department of Children and Family Services and the boundaries
25 of the districts of the Department of Juvenile Justice must
26 continue to be identical. The plan may not propose more than
27 15 districts for each department and must include, as at least
28 one alternative, a proposal for fewer than 15 districts. The
29 proposed plan must be submitted to the President of the Senate
30 and the Speaker of the House of Representatives by December 1,
31 1999.
