  1                      A bill to be entitled

  2         An act relating to the Department of Children

  3         and Family Services; directing the department

  4         secretary to develop comprehensive and interim

  5         plans to restructure and reorganize the

  6         department's services and programs; providing

  7         an expiration date; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  The Secretary of the Department of Children

13  and Family Services is directed to prepare a comprehensive

14  plan to restructure and reorganize the department's services

15  and programs. The secretary shall submit the plan to the

16  Executive Office of the Governor, the President of the Senate,

17  and the Speaker of the House of Representatives by December 1,

18  1999. The secretary must develop a plan of operation for the

19  department's services and programs to be followed in the

20  interim and submit that plan of operation to the Executive

21  Office of the Governor, the President of the Senate, and the

22  Speaker of the House of Representatives by July 1, 1999. This

23  section expires July 1, 2000.

24         Section 2.  This act shall take effect upon becoming a

25  law.

28                          SENATE SUMMARY

29    Directs the Secretary of Children and Family Services to
      develop comprehensive and interim plans for the
30    reorganization and restructuring of the department's
      services and programs and report those plans to the
31    Executive Office of the Governor and the Legislature.
