1 A bill to be entitled
2 An act relating to parental involvement in
3 education; amending s. 230.23, F.S., relating
4 to powers and duties of the school board;
5 requiring the adoption of rules regarding
6 parental involvement; creating s. 232.235,
7 F.S.; providing requirements regarding parental
8 involvement in conferences and orientations;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Paragraph (f) is added to subsection (6) of
14 section 230.23, Florida Statutes, 1998 Supplement, to read:
15 230.23 Powers and duties of school board.--The school
16 board, acting as a board, shall exercise all powers and
17 perform all duties listed below:
18 (6) CHILD WELFARE.--Provide for the proper accounting
19 for all children of school age, for the attendance and control
20 of pupils at school, and for proper attention to health,
21 safety, and other matters relating to the welfare of children
22 in the following fields, as prescribed in chapter 232.
23 (f) Parental involvement.--Adopt rules and regulations
24 which establish requirements regarding parental involvement in
25 parent/teacher conferences and parent and student
26 orientations.
27 Section 2. Section 232.235, Florida Statutes, is
28 created to read:
29 232.235 Parental involvement.--The Legislature finds
30 that the active involvement of each parent in the education of
31 his or her child is an essential factor in that child's

1 educational success. To promote the involvement of every
2 parent in the education of his or her child, parents shall be
3 required to:
4 (1) Participate in parent/teacher conferences,
5 according to school board policy. Such participation may be
6 fulfilled by a telephone conference with the child's teacher;
7 however, such a conference must be initiated by the parent
8 upon request by the teacher for a conference.
9 (2) Participate in orientations upon student
10 enrollment and transfer, according to school board policy.
11 Section 3. This act shall take effect July 1, 1999.
