19  and insert in lieu thereof:

20         WHEREAS, the Legislature has deemed it appropriate to

21  use surplus state tax revenues paid by the residents of the

22  State of Florida to provide funds to reduce class size in

23  public schools.

25  Be It Enacted by the Legislature of the State of Florida:

26

27         Section 1.  There is hereby appropriated $177 million

28  from the General Revenue Fund to be disbursed among the school

29  districts of Florida based upon each district's October, 1998

30  student membership for kindergarten and grade one.  These

31  funds shall be utilized for the reduction of class size.
