1 A bill to be entitled
2 An act relating to the alcoholic beverage
3 surcharge; amending s. 561.501, F.S.; reducing
4 the surcharges on liquor, wine, cider, and beer
5 sold for consumption on the premises; amending
6 s. 561.121, F.S.; increasing the portion of the
7 surcharge which is transferred to the Children
8 and Adolescents Substance Abuse Trust Fund;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsection (1) of section 561.501, Florida
14 Statutes, is amended to read:
15 561.501 Surcharge on sale of alcoholic beverages for
16 consumption on the premises; penalty.--
17 (1) Notwithstanding s. 561.50 or any other provision
18 of the Beverage Law, a surcharge of 6.67 10 cents is imposed
19 upon each ounce of liquor and each 4 ounces of wine, a
20 surcharge of 4 6 cents is imposed on each 12 ounces of cider,
21 and a surcharge of 2.67 4 cents is imposed on each 12 ounces
22 of beer sold at retail for consumption on premises licensed by
23 the division as an alcoholic beverage vendor.
24 Section 2. Paragraph (a) of subsection (4) of section
25 561.121, Florida Statutes, is amended to read:
26 561.121 Deposit of revenue.--
27 (4) State funds collected pursuant to s. 561.501 shall
28 be paid into the State Treasury and credited to the following
29 accounts:
30 (a) Thirteen and six-tenths percent Nine and
31 eight-tenths of the surcharge on the sale of alcoholic

1 beverages for consumption on premises shall be transferred to
2 the Children and Adolescents Substance Abuse Trust Fund, which
3 shall remain with the Department of Children and Family Health
4 and Rehabilitative Services for the purpose of funding
5 programs directed at reducing and eliminating substance abuse
6 problems among children and adolescents.
7 Section 3. This act shall take effect September 1,
8 1999.
