13         Amendment to Amendment (083181) 

14         On page 3 of the amendment, line 5 after the period,

15

16  insert:  In addition, the technical review advisory panel may

17  provide technical assistance and recommendations to the

18  Secretaries of the Department of Environmental Protection,

19  Department of Health, and the Department of Community Affairs

20  in their consideration of whether the current planning and

21  permitting processes applied to the use, design and placement

22  of onsite sewage treatment and disposal systems adequately

23  address their impacts, including the process of onsite sewage

24  treatment and disposal systems in which area-wide impacts,

25  including cumulative impacts, warrant development of

26  additional standards or criteria through statutory or rule

27  changes; and, whether existing processes can or should be

28  modified to reduce costs and increase predictability,

29  efficiency and effectiveness in the use, design and placement

30  of onsite sewage treatment and disposal systems. Any

31  conclusions reached by either the technical review advisory
