17  and insert in lieu thereof:

18         (b)  Thirty percent to the Department of Environmental

19  Protection for distribution by the Acquisition and Restoration

20  Commission for the acquisition of lands and capital project

21  expenditures described in this section. Of the proceeds

22  distributed pursuant to this paragraph, it is the intent of

23  the Legislature that an increased priority be given to those

24  acquisitions which achieve a combination of conservation

25  goals, including protecting Florida's water resources and

26  natural groundwater recharge.

27         (c)  Twenty-five percent to the Department of Community
