19 (10) The Acquisition and Restoration Commission shall
20 develop a rule to competively evaluate, select, and rank
21 projects eligible for Stewardship Florida funds pursuant to
22 paragraphs (3)(a) and (b). In developing this rule the
23 commission shall give weight to the following criteria:
24 (a) The project meets multiple goals described in
25 subsection (4).
26 (b) The project is part of an ongoing governmental
27 effort to restore, protect, or develop land areas or water
28 resources.
29 (c) The project enhances or facilitates management of
30 properties already under public ownership.
31 (d) The project has significant archeological or

1 historic value.
2 (e) The project has funding sources that are
3 identified and assured through at least the first two years of
4 the project.
5 (f) The project contributes to the solution of water
6 resource problems on a regional basis.
7 (g) The project has a significant portion of its land
8 area in imminent danger of development, in imminent danger of
9 losing its significant natural attributes or recreational open
10 space, or in imminent danger of subdivision which would result
11 in multiple ownership and make acquisition of the project
12 costly or less likely to be accomplished.
13 (h) The project implements an element from a plan
14 developed by an ecosystem management team.
15 (i) The project is one of the components of the
16 Everglades restoration effort.
17 (j) The project may be purchased at 80 percent of
18 appraised value.
19 (k) The project may be acquired, in whole or in part,
20 using alternatives to fee simple, including but not limited
21 to, purchase of development rights, hunting rights,
22 agricultural or silvicultural rights, or mineral rights;
23 obtaining conservation easements or flowage easements; or use
24 of land protection agreements as defined in s. 380.0677(5).
25 (l) Is a joint acquisition, either among public
26 agencies, nonprofit organizations, or private entities, or by
27 a public-private partnership.
28 (11) The Acquisition and Restoration Commission shall
29 give increased priority to those projects for which matching
30 funds are available.
