15  remove from the bill:  all of said line

17  and insert in lieu thereof:

18  the property from the proposed project; however, the board of

19  trustees, at the time it votes to approve the proposed project

20  lists pursuant to subsection (17), may add the property back

21  on to the project lists if it determines by a super majority

22  of its members that such property is critical to achieve the

23  purposes of the project.
