14 On page 3, lines 15-27, delete those lines

16 and insert: improvements. The board shall submit to the
17 Governor and the Legislature by September 30 of each year a
18 5-year capital improvements program that identifies new or
19 retrofitted facilities that will incorporate enhanced
20 hurricane resistance standards and that can be used as public
21 hurricane evacuation shelters. Until a county in which a
22 campus is located has sufficient public hurricane evacuation
23 shelter space, any campus building for which a design contract
24 is entered into subsequent to July 1, 2000 1994, and which has
25 been identified by the board, with the concurrence of the
26 local emergency management agency or the Department of
27 Community Affairs, to be appropriate for use as a public
28 hurricane evacuation shelter must be constructed in accordance
29 with public shelter standards unless the board, with the
30 concurrence of the local emergency management agency or the
31 Department of Community Affairs, exempts the building or part
