11  The Committee on General Government Appropriations offered the

12  following:

14         Amendment (with title amendment) 

15         On page 24, lines 21 through 24

16  remove from the bill:  all said lines

18  and insert in lieu thereof:

19         Section 10.    The sum of $100,000 is appropriated from

20  the General Revenue Fund to the Department of Management

21  Services to fund the administrative costs to establish and

22  implement an Internet site for the One-Stop Permitting System.

23         Section 11.    Effectively July 1, 1999, the sum of $3

24  million is appropriated from nonrecurring general revenue to

25  the Executive Branch Administered Funds to be used to offset

26  the potential decline in revenues as a result of the expedited

27  One-Stop Permitting System.  The funds shall be held in

28  reserve by the Executive Office of the Governor until the

29  principals of the Revenue Estimating Conference have

30  determined the amount of loss of permit fees associated with

31  applications submitted pursuant to the one-stop permitting

 1  process.  The Office of Planning and Budgeting shall approve a

 2  spending plan based on an analysis provided by the Revenue

 3  Estimating Conference and distribute and release the

 4  appropriated funds through budget amendments that are subject

 5  to the legislative consultation requirements set forth in

 6  section 216.177, F.S.
