14 On page 23, between lines 9 and 10,

16 insert:
17 Section 14. Notwithstanding the proviso language
18 contained in Specific Appropriation 1185 of Senate Bill 2500,
19 the 1999-2000 General Appropriations Act, $1 million shall be
20 appropriated to the South Biscayne Bay Watershed Management
21 Plan, and no funds from this specific appropriation shall be
22 transferred to the Department of Agriculture and Consumer
23 Services to accomplish the agricultural element of the
24 watershed management plan.
