11  Senator Brown-Waite moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, between lines 21 and 22,

15

16  insert:

17         Section 2.  The Commissioner of Education is authorized

18  to establish, abolish, or consolidate bureaus, sections, and

19  subsections and to reallocate duties and functions and may

20  reassign positions in pay grade 25 and above to the Select

21  Exempt Service category within the Department of Education in

22  order to promote effective and efficient operation of the

23  department. Authorized positions and appropriations may be

24  transferred from one budget entity to another as required to

25  implement the reorganization. The provisions of this section

26  are subject to the requirements of section 216.181, Florida

27  Statutes. The commissioner may not establish, abolish, or

28  consolidate bureaus, sections, or subsections after January

29  31, 2000, unless such action is approved by the Legislature or

30  by law. The commissioner shall provide a report on the

31  reorganization to the President of the Senate, the Speaker of

 1  the House of Representatives, the Minority Leaders of the

 2  Senate and the House of Representatives, and the chairmen of

 3  the education and appropriations committees of the Legislature

 4  by January 31, 2001. This section expires July 1, 2000.
