  1                      A bill to be entitled

  2         An act relating to the Tampa-Hillsborough

  3         County Expressway Authority; amending s.

  4         338.251, F.S.; providing that funds repaid by

  5         the authority to the Toll Facilities Revolving

  6         Trust Fund are to be loaned back to the

  7         authority for specified purposes; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Subsection (10) of section 338.251, Florida

13  Statutes, 1998 Supplement, is amended to read:

14         338.251  Toll Facilities Revolving Trust Fund.--The

15  Toll Facilities Revolving Trust Fund is hereby created for the

16  purpose of encouraging the development and enhancing the

17  financial feasibility of revenue-producing road projects

18  undertaken by local governmental entities in a county or

19  combination of contiguous counties.

20         (10)  Any repayment of prior or future advances made

21  from the State Transportation Trust Fund which were used to

22  fund any project phase of a toll facility, shall be deposited

23  in the Toll Facilities Revolving Trust Fund. However, when

24  funds advanced to the Seminole County Expressway Authority

25  pursuant to this section are repaid to the Toll Facilities

26  Revolving Trust Fund by or on behalf of the Seminole County

27  Expressway Authority, those funds shall thereupon and

28  forthwith be appropriated for and advanced to the Seminole

29  County Expressway Authority for funding the design of and the

30  advanced right-of-way acquisition for that segment of the

31  Seminole County Expressway extending from U.S. Highway 17/92

  1  to Interstate Highway 4. Notwithstanding subsection (6), when

  2  funds previously advanced to the Orlando-Orange County

  3  Expressway Authority are repaid to the Toll Facilities

  4  Revolving Trust Fund by or on behalf of the Orlando-Orange

  5  County Expressway Authority, those funds may thereupon and

  6  forthwith be appropriated for and advanced to the Seminole

  7  County Expressway Authority for funding that segment of the

  8  Seminole County Expressway extending from U.S. Highway 17/92

  9  to Interstate Highway 4. Any funds advanced to the

10  Tampa-Hillsborough County Expressway Authority under this

11  section which have been or will be repaid on or after July 1,

12  1998, to the Toll Facilities Revolving Trust Fund by or on

13  behalf of the Tampa-Hillsborough County Expressway Authority,

14  shall be appropriated for and advanced to the

15  Tampa-Hillsborough County Expressway Authority for funding the

16  design of and the advanced right-of-way acquisition for the

17  Brandon area feeder roads, capital improvements to increase

18  capacity to the expressway system, and the Lee Roy Selmon

19  Crosstown Expressway System widening as authorized under s.

20  348.565.

21         Section 2.  This act shall take effect July 1, 1999.

24                          SENATE SUMMARY

25    Provides that funds repaid to the Toll Facilities
      Revolving Trust Fund by the Tampa-Hillsborough County
26    Expressway Authority are to be loaned back to the
      authority for specified purposes.
