17 insert: In order to assess an additional amount for safety
18 and security purposes, a community college board of trustees
19 must provide written justification to the State Board of
20 Community Colleges based on criteria approved by the local
21 board of trustees, including but not limited to, criteria such
22 as local crime data and information, and strategies for the
23 implementation of local safety plans. For 1999-2000, each
24 community college is authorized to increase the sum of the
25 matriculation fee and technology fee by not more than 5% of
26 the sum of the matriculation and local safety security fees in
27 1998-99. However, no fee in 1999-2000 shall exceed the
28 prescribed statutory limit. Should a college decide to
29 increase the matriculation fee, the funds raised by increasing
30 the matriculation fee must be expended solely for additional
31 safety and security purposes and shall not supplant funding
