1 A bill to be entitled
2 An act relating to education; creating the
3 Florida Maximum Class Size Construction
4 Program; providing for funding to construct
5 additional student stations in certain
6 low-achieving schools; providing for the
7 adoption of rules to administer the act;
8 providing for the return of funds if certain
9 conditions are not met; providing an effective
10 date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. (1) This section may be cited as the
15 Florida Maximum Class Size Construction Program.
16 (2) In addition to any other state funds, funds shall
17 be made available to school districts with the 100
18 lowest-achieving schools for grades K-3, to construct
19 additional student stations to the extent that funds are
20 appropriated for this purpose in the General Appropriations
21 Act to attain a class size of 1 full-time-equivalent teacher
22 to 15 pupils.
23 (3) The Department of Education shall adopt rules
24 pertaining to this program, including achievement standards to
25 identify such schools, construction specifications and
26 appropriate bidding conditions, amount of award, and district
27 data-reporting requirements regarding class size.
28 (4) Districts receiving funds under this program shall
29 maintain class size in grades K-3 in eligible schools at a
30 ratio of 1 full-time-equivalent teacher to 15 pupils for at
31 least 3 years after such space is occupied or shall refund any

1 construction funds received under this program to the
2 Department of Education.
3 Section 2. This act shall take effect July 1, 1999.
