  1                      A bill to be entitled

  2         An act relating to the Florida Restoration

  3         Trust Fund; creating s. 375.046, F.S.; creating

  4         the Florida Restoration Trust Fund; providing

  5         for its purposes; providing a contingent

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

10         Section 1.  Section 375.046, Florida Statutes, is

11  created to read:

12         375.046  Florida Restoration Trust Fund.--There is

13  created the Florida Restoration Trust Fund to be used for the

14  purposes of s. 259.202 and administered by the Department of

15  Environmental Protection.

16         Section 2.  In accordance with Section 19(f)(2),

17  Article III of the State Constitution, the Florida Restoration

18  Trust Fund shall, unless terminated sooner, be terminated on

19  July 1, 2004. Before its scheduled termination, the trust fund

20  shall be reviewed as provided in section 215.3206(1) and (2),

21  Florida Statutes.

22         Section 3.  This act shall take effect on the effective

23  date of Senate Bill     , but it shall not take effect unless

24  it is enacted by a three-fifths vote of the membership of each

25  house of the Legislature and unless SB     , 1999 Regular

26  Session, becomes a law.
