  1                      A bill to be entitled

  2         An act relating to utilities; providing

  3         legislative intent; requiring the Florida

  4         Public Service Commission to conduct a study;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  It is the intent of the Legislature that

10  all residents to the state of Florida have access to utilities

11  on a cost-effective basis and that such utilities be provided

12  at reasonable rates.

13         Section 2.  The Florida Public Service Commission is

14  directed to study the impact of section 180.191, Florida

15  Statutes, on the utility rates and service of customers

16  residing outside of the limits of the municipality that is

17  providing the service.

18         Section 3.  This act shall take effect upon becoming a

19  law.

22                          SENATE SUMMARY

23    Expresses the legislative intent that all residents have
      access to utilities on a cost-effective basis and at
24    reasonable rates. Directs the Florida Public Service
      Commission to conduct a study.
