  1                      A bill to be entitled

  2         An act relating to affordable housing; creating

  3         a program in the Florida Housing Finance

  4         Corporation to encourage the development of

  5         affordable housing within urban commercial

  6         districts; providing for a study and a report;

  7         providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  There is established within the Florida

12  Housing Finance Corporation a program to encourage the

13  development of affordable housing within the urban commercial

14  districts of our state. The Shimberg Center for Affordable

15  Housing, in consultation with the Florida Housing Finance

16  Corporation, will research the feasibility of and

17  opportunities for integrating affordable housing and

18  commercial structures within urban commercial districts and

19  the development of related mixed-use structures. Upon a

20  determination by the Shimberg Center that such development is

21  feasible, and upon creation of options for such development,

22  the Florida Housing Finance Corporation shall recommend

23  financing options and appropriate enabling legislation to the

24  Governor, the President of the Senate, and the Speaker of the

25  House of Representatives by January 1, 2001.

26         Section 2.  This act shall take effect July 1, 1999.
