1 A bill to be entitled
2 An act relating to ad valorem tax
3 administration; repealing s. 196.011(1)(b) and
4 (11), F.S., which require the inclusion of the
5 applicant's and the applicant's spouse's social
6 security numbers on applications for specified
7 ad valorem tax exemptions, and on short form
8 and renewal applications for such exemptions
9 beginning with tax year 2000; amending s.
10 193.114, F.S.; specifying that the public
11 records exemption for such social security
12 numbers will continue to apply to such numbers
13 previously submitted; amending s. 193.1142,
14 F.S.; removing the requirement that assessment
15 rolls include such numbers; providing an
16 effective date.

18 Be It Enacted by the Legislature of the State of Florida:
19
20 Section 1. Paragraph (b) of subsection (1) and
21 subsection (11) of section 196.011, Florida Statutes, 1998
22 Supplement, are hereby repealed.
23 Section 2. Subsection (6) of section 193.114, Florida
24 Statutes, is amended to read:
25 193.114 Preparation of assessment rolls.--
26 (6) For proprietary purposes, including the furnishing
27 or sale of copies of the tax roll under s. 119.07(1), the
28 property appraiser is the custodian of the tax roll and the
29 copies of it which are maintained by any state agency. The
30 department or any state or local agency may use copies of the
31 tax roll received by it for official purposes and shall permit

1 inspection and examination thereof under s. 119.07(1), but is
2 not required to furnish copies of the records. A social
3 security number submitted under s. 196.011(1) prior to the
4 effective date of this act is confidential and exempt from s.
5 24(a), Art. I of the State Constitution and the provisions of
6 s. 119.07(1). A copy of documents containing the numbers
7 furnished or sold by the property appraiser, except a copy
8 furnished to the department, or a copy of documents containing
9 social security numbers provided by the department or any
10 state or local agency for inspection or examination by the
11 public, must exclude those social security numbers.
12 Section 3. Subsection (1) of section 193.1142, Florida
13 Statutes, is amended to read:
14 193.1142 Approval of assessment rolls.--
15 (1) Each assessment roll shall be submitted to the
16 executive director of the Department of Revenue for review in
17 the manner and form prescribed by the department on or before
18 July 1. The department shall require the assessment roll
19 submitted under this section to include the social security
20 numbers required under s. 196.011. The roll submitted to the
21 department need not include centrally assessed properties
22 prior to approval under this subsection and subsection (2).
23 Such review by the executive director shall be made to
24 determine if the rolls meet all the appropriate requirements
25 of law relating to form and just value. Upon approval of the
26 rolls by the executive director or his or her designee, the
27 hearings required in s. 194.032 may be held.
28 Section 4. This act shall take effect upon becoming a
29 law.
