16  insert:  (4)  The agency is directed to establish by rule

17  standards for quality of care, requirements for accreditation,

18  standards for inspection, monitoring, and utilization reviews

19  for group practices, hospitals, health systems, and sole

20  practitioners providing diagnostic imaging services, which

21  rule shall be promulgated by April 30, 2000.
