  1                      A bill to be entitled

  2         An act relating to state buildings; requiring

  3         state agencies to favor renovation of existing

  4         buildings over new construction; providing an

  5         effective date.

  7         WHEREAS, it is the responsibility of the State of

  8  Florida to protect the natural-resource base of the state, and

  9         WHEREAS, unnecessary construction harms the

10  natural-resource base for little or no appreciable gain to the

11  weal of the citizenry, NOW, THEREFORE,

12

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  A state agency may not promote unnecessary

16  construction by awarding bonus points for new construction

17  when the redevelopment or renovation of existing structures or

18  facilities would serve the purpose or attain the goals of the

19  program in question. Further, when practicable, bonus points

20  must be awarded for redevelopment or reuse of existing

21  structures or facilities.

22         Section 2.  This act shall take effect upon becoming a

23  law.
