14         On page 9, after line 31,

16  insert:

17         Section 9.  Subsection (10) is added to section

18  337.401, Florida Statutes, 1998 Supplement, to read:

19         337.401  Use of right-of-way for utilities subject to

20  regulation; permit; fees.--

21         (10)  This section, except subsections (1), (2), and

22  (6), does not apply to the provision of pay telephone service

23  on public or municipal roads or rights-of-way.
