18 (2) The commission shall consist of 16 members
19 appointed, as provided herein, by the Governor, the President
20 of the Senate, and the Speaker of the House of
21 Representatives. The commission must contain a minimum of 50
22 percent representation from the private-sector. The members of
23 the commission shall include:
24 (a) The Commissioner of Education, or his or her
25 designee, who shall serve as chair;
26 (b) The chair of the Florida Rehabilitation Council;
27 (c) The chair of the Council for Independent Living;
28 (d) The chair of the Commission for the Purchase from
29 the Blind or Other Severely Handicapped;
30 (e) A community rehabilitation provider who contracts
31 to provide vocational rehabilitation services to individuals

1 who qualify for the program, who shall be appointed by the
2 Governor for a term of 4 years;
3 (f) A representative from the Advocacy Center for
4 Persons With Disabilities, who shall be appointed by the
5 President of the Senate for a term of 4 years;
6 (g) A consumer of vocational rehabilitation services,
7 who shall be appointed by the Speaker of the House of
8 Representatives for a term of 4 years; and
9 (h) Other individuals with disabilities and
10 representatives of business, workforce development, education,
11 state government, local government, consumer advocate groups,
12 employers of individuals with disabilities, or community
13 organizations.
14 (3) Initially, the Governor, the President of the
15 Senate, and the Speaker of the House of Representatives shall
16 each appoint as members meeting the qualifications contained
17 in paragraph (h) of subsection (2), one member for a term of 3
18 years, one member for a term of 2 years, and one member for a
19 term of 1 year. Thereafter, after receiving recommendations
20 from the commission, the Governor, the President of the
21 Senate, and the Speaker of the House of Representatives shall
22 appoint all members for terms of 4 years. Any vacancy shall be
23 filled by appointment by the original appointing authority for
24 the unexpired portion of the term by a person who possesses
25 the proper qualifications for the vacancy.
