1 A bill to be entitled
2 An act relating to the collection of taxes;
3 amending s. 320.03, F.S.; providing for the use
4 of certain fees earmarked to fund the Florida
5 Real Time Vehicle Information System and
6 operations of the Department of Revenue;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (5) of section 320.03, Florida
12 Statutes, 1998 Supplement, is amended to read:
13 320.03 Registration; duties of tax collectors;
14 International Registration Plan.--
15 (5) A fee of 50 cents shall be charged, in addition to
16 the fees required under s. 320.08, on every license
17 registration sold to cover the costs of the Florida Real Time
18 Vehicle Information System. The fees collected hereunder
19 shall be deposited into the Highway Safety Operating Trust
20 Fund.
21 (a) One-half of the fees deposited into the trust fund
22 and shall be used to fund that system and may be used to fund
23 the general operations of the department.
24 (b) One-half of the fees shall be used exclusively to
25 fund the Florida Real Time Vehicle Information System and any
26 other registration or title functions the tax collectors
27 perform as agents for the department. The only use of this
28 portion of the fee shall be to fund the system equipment,
29 software, and networks used in the offices of the county tax
30 collectors as agents of the department and the ancillary
31 technology necessary to integrate the system with other tax

1 collection systems. The department shall administer this
2 program upon consultation with The Florida Tax Collectors,
3 Inc., to ensure that each county tax collector's office will
4 be technologically equipped and functional for the operation
5 of the system.
6 Section 2. This act shall take effect July 1, 1999.

9 SENATE SUMMARY
10 Provides that one-half of the fee imposed on license
registrations to cover the costs of the Florida Real Time
11 Vehicle Information System be used to fund that system
and operations of the Department of Revenue, and that the
12 other half be used to pay for equipment, software, and
networks used by tax collectors as agents of the
13 Department of Revenue.
