15         On page 17 lines 18 through 31, delete those lines,

17  and insert:

18         Section 13.  Implementation of this act is contingent

19  upon a specific appropriation for Fiscal Year 1999-2000.

20         Section 14.  All sections of this act shall take effect

21  October 1, 1999, unless otherwise specified.
