  9         Department of Health; requiring a report;

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  Section 381.100, Florida Statutes, is

16  created to read:

17         381.100  Short title.--Sections 381.100-381.103 may be

18  cited as the "Florida Community Health Protection Act."

19         Section 2.  Section 381.102, Florida Statutes, is

20  created to read:

21         381.102  Community Health pilot projects.--

22         (1)  The Legislature has determined that:

23         (a)  The state is committed to the economic,

24  environmental, and public health revitalization of its

25  communities;

26         (b)  Measures to address the public health needs of

27  low-income communities in urban and rural areas must be

28  implemented in order to ensure the sustainability of these

29  communities;

30         (c)  The implementation of these measures will enhance

31  cooperative efforts among the private sector, government, and

  1  nonprofit organizations in this state to ensure the

  2  sustainability of Florida; and

  3         (d)  It would be beneficial to provide resources in

  4  this state to undertake a series of pilot projects that

  5  demonstrate techniques and approaches to ensure health care

  6  for disease prevention and health promotion for low-income

  7  persons who are living in urban and rural communities.

  8         (2)  Community Health pilot projects are hereby

  9  established to promote disease prevention and health promotion

10  among low-income persons living in urban and rural

11  communities.

12         (3)  The pilot projects may form partnerships with

13  existing health care providers and units, contribute to a

14  health care needs assessment, provide research capacity to

15  improve health status, and serve as the basis for health care

16  capacity in urban and rural communities.

17         (4)  The following pilot projects are created:

18         (a)  In Pinellas County, for the Greenwood Community

19  Health Center in Clearwater.

20         (b)  In Escambia County, for the low-income communities

21  within the Palafox Redevelopment Area.

22         (c)  In Hillsborough, Pasco, Pinellas, and Manatee

23  counties for the Urban League of Pinellas County, to operate

24  its mobile health screening unit to provide public health care

25  to persons living in low-income urban and rural communities.

26         (d)  In Palm Beach County, for the low-income

27  communities within the City of Riviera Beach.

28         (e)  In the City of St. Petersburg, for the low-income

29  communities within the Challenge 2001 Area.

30         Section 3.  Section 381.103, Florida Statutes, is

31  created to read:

  1         381.103  Community Health Pilot Projects; duties of

  2  department.--The department shall:

  3         (1)  Assist the pilot projects in development and

  4  implementation of their community programs by acting as the

  5  granting agency and contracting with the pilot projects.

  6         (2)  Facilitate the integration of the pilot projects

  7  with ongoing departmental programs, so that duplication of

  8  services is avoided and synergy between the programs enhanced.

  9         (3)  Develop educational and outreach programs for

10  health care providers and communities that increase awareness

11  of health care needs for low-income persons living in urban

12  and rural communities.

13         (4)  Assist the pilot projects in obtaining low-cost

14  health care services designed to prevent disease and promote

15  health in low-income communities.

16         (5)  Prepare a report to be submitted to the President

17  of the Senate, the Speaker of the House of Representatives,

18  and the Governor on the findings, accomplishments, and

19  recommendations of the Community Health pilot projects by or

20  on January 1, 2001.

21         (6)  Facilitate cooperation between affected

22  communities, appropriate agencies, and ongoing initiatives,

23  such as Front Porch Florida.

24         Section 4.  (1)  There is hereby appropriated to the

25  Department of Health from the General Revenue Fund to the

26  Health Services Administrative Trust Fund in the Department of

27  Health the sum of $1.825 million for fiscal year 1999-2000 for

28  the Community Health pilot projects. Of this amount:  $380,000

29  each to the Greenwood Community Health Center in Clearwater,

30  Pinellas County, Palafox Redevelopment Area in Escambia

31  County, the Challenge 2001 Area in the City of St. Petersburg,

  1  and the City of Riviera Beach in Palm Beach County; $100,000

  2  to the Urban League of Pinellas County; and $205,000 to the

  3  Department of Health, to assist in the implementation of the

  4  pilot projects.

  5         (2)  The funds allocated under subsection (1) must be

  6  used for:

  7         (a)  Funding for the pilot projects which shall be used

  8  for delivery of health services, including screening,

  9  diagnosis of disease, treatment or routing for treatment of

10  disease; preventive annual physical examinations; and

11  consultation on measures to prevent diseases; construction

12  costs associated with the delivery of health services; or

13  operation costs associated with the delivery of health

14  services;

15         (b)  Funding for the Department of Health which shall

16  be used for:

17         1.  Identification of health needs for low-income

18  persons living in urban and rural communities.

19         2.  Resources for accessing the delivery of health

20  services through Medicare, Medicaid, and third-party coverage,

21  among other sources, and for ensuring quality assurance and

22  quality control for the implementation of the Community Health

23  pilot projects.

24         3.  Preparing a report to be submitted to the President

25  of the Senate, the Speaker of the House of Representatives,

26  and the Governor on the findings, accomplishments, and

27  recommendations of the Community Health pilot projects as

28  provided in section 381.103(5), Florida Statutes.

29         4.  To administer the responsibilities in accordance

30  with s. 381.103.

31         Section 5.  This act shall take effect July 1, 1999.

  1          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  2                         Senate Bill 2352

  4  Replaces references to "environmentally contaminated sites"
    with references to "urban and rural areas;" deletes references
  5  to "brownfields" and the federal Superfund program; creates a
    pilot project in the City of St. Petersburg; specifies that
  6  the Department of Health is to submit the report it is
    required to prepare by January 1, 2001; revises the
  7  appropriation time frame to 1 year instead of 4 years;
    increases the appropriated allocation to the Department of
  8  Health from $200,000 to $205,000; and revises the specified
    uses for which the pilot project funding may be used.
