1 A bill to be entitled
2 An act relating to district managed care
3 ombudsman committees; amending s. 641.65, F.S.;
4 revising the membership of the committees;
5 providing for travel expenses for committee
6 members; requiring the Agency for Health Care
7 Administration to provide facilities and
8 administrative services for the committees;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsection (2) of section 641.65, Florida
14 Statutes, is amended and subsection (7) is added to that
15 section to read:
16 641.65 District managed care ombudsman committees.--
17 (2) Each district committee shall have no fewer than 9
18 members and no more than 20 16 members, including, if possible
19 at least: one physician licensed under chapter 458, one
20 physician licensed under chapter 459, one physician licensed
21 under chapter 460, and one physician licensed under chapter
22 461, one psychologist, one registered nurse, one clinical
23 social worker, one attorney, and one recipient of managed-care
24 services consumer. For the recipient consumer member,
25 preference shall be given to members of organized consumer or
26 advocacy groups with national or statewide membership. No
27 member may be employed by or affiliated with a managed care
28 program.
29 (7) Travel expenses for committee members shall be
30 funded from the Health Maintenance Organization Quality Care
31 Trust Fund.

1 Section 2. Subsection (2) of section 641.70, Florida
2 Statutes, is amended to read:
3 641.70 Agency duties relating to the Statewide Managed
4 Care Ombudsman Committee and the district managed care
5 ombudsman committees.--
6 (2) The Agency for Health Care Administration shall
7 provide locations for the committees in the district offices
8 and shall provide necessary training, equipment, and office
9 supplies, including clerical and word-processing services,
10 photocopies, telephone services, recordkeeping and stationery,
11 and other necessary supplies a meeting place for district
12 committees in agency offices and shall provide the necessary
13 administrative support to assist the statewide committee and
14 district committees, within available resources.
15 Section 3. This act shall take effect July 1, 1999.

18 SENATE SUMMARY
19 Revises the membership of district managed care ombudsman
committees. Increases the membership to 20 members and
20 adds a recipient of managed-care services. Authorizes
travel expenses for members to be paid out of the Health
21 Care Maintenance Organization Quality Care Trust Fund.
Requires the Agency for Health Care Administration to
22 provide facilities and administrative services for the
committees.
