14 On page 16, between lines 26 and 27,

16 insert:
17 Section 7. Subsection (3) of section 641.315, Florida
18 Statutes, is amended to read:
19 641.315 Provider contracts.--
20 (3) No provider of services or any representative of
21 such provider shall collect or attempt to collect from an HMO
22 subscriber any money for services covered by an HMO, and no
23 provider or representative of such provider may maintain any
24 action at law against a subscriber of an HMO to collect money
25 owed to such provider by an HMO. The Agency for Health Care
26 Administration and the Department of Health shall develop
27 rules for sanctioning providers or their representatives who
28 engage in this practice.
