  1                      A bill to be entitled

  2         An act relating to the disposition of civil

  3         fines; authorizing a board of county

  4         commissioners to require by ordinance that a

  5         specified amount be withheld from each civil

  6         fine and used to fund traffic education and

  7         awareness programs; requiring that the

  8         ordinance provide for administering the

  9         withheld moneys; providing a contingent

10         effective date.

12  Be It Enacted by the Legislature of the State of Florida:

14         Section 1.  A board of county commissioners may

15  require, by ordinance, that the clerk of the court withhold $2

16  from each civil penalty paid to the county, which shall be

17  used to fund traffic education and awareness programs. The

18  ordinance shall provide for the board of county commissioners

19  to administer the funds or shall designate local safety groups

20  to receive and administer the funds.

21         Section 2.  This act shall take effect upon becoming a

22  law, but it shall not take effect unless it is enacted by at

23  least a three-fifths vote of the membership of each house of

24  the Legislature.

28    Authorizes a board of county commissioners to adopt an
