        Paid Advertising And Promotion

        Immediately following Specific Appropriation 1875, 
        INSERT:

        When allocating funds provided in Specific
        Appropriation 1875 for lottery advertising, the
        Department shall establish procedures that assure
        funds are allocated to individual minority owned
        segments of the media industry in the same
        proportion as the percentage of the total minority
        owned segments of the media industry they represent.
        The department shall report to the Executive Office
        of the Governor, The Senate Budget Committee, and
        the House Fiscal Responsibility Committee on how
        1999-00 advertising funds were allocated.


Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
