        Facilities Program

        Immediately following Specific Appropriation 1905A, 
        INSERT:

        From the funds provided in Specific Appropriation
        1905A, the department shall contract with an
        independent qualified real estate consulting firm
        with combined expertise in space measurement, lease
        auditing of operating expense and utility charges,
        accounting, and real estate law to review all state
        agency facility leases to identify lease
        overpayments and to seek refunds from landlords of
        past overpayments.

Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
