        Immediately following Specific Appropriation 1427, 
        INSERT:

        Of the funds in Specific Appropriation 1427, up to
        $6,000,000 shall be advanced to the
        Tampa-Hillsborough County Expressway Authority for
        funding the design of and the advanced right-of-way
        acquisition for the project(s) authorized under s.
        348.565, in accordance with the provisions of s.
        338.251.

within a budget entity or the renumbering of the specific appropriation items.
