        Contracts
        At the end of existing proviso language, following 
        Specific Appropriation 1507, INSERT:
        From the funds appropriated in Specific
        Appropriation 1507, $50,000 shall be used by the
        Department of Transportation in conjunction with the
        Department of Community Affairs to evaluate the
        efficacy of using Gulf Boulevard (SR 699) from
        County Road 694 (190th Avenue) to SR 688 (Walsingham
        Road) as an emergency evacuation route.  The study
        shall determine the availability of alternative
        routes, the impact of potential flooding and the
        limitation of a two-lane highway on the ability of
        the population to safely evacuate this coastal area.
         The study shall also identify the benefits and
        costs of constructing an additional lane along this
        three-mile corridor.  Furthermore, the study shall
        reconcile all differences in the right-of-way costs,
        including inflation, as originally estimated by an
        engineering firm employed by the Metropolitan

        Planning Organization in 1988 and any current
        estimate provided by the Department of
        Transportation or their contracted agent(s). This
        study shall be completed by January 1, 2000.
