        After the last paragraph of proviso immediately 
        following Specific Appropriation 1516, INSERT:

        The Department of Transportation is hereby
        instructed to report back to the Legislature options
        for a Statewide High Speed Rail Network no later
        than December 31, 1999.

within a budget entity or the renumbering of the specific appropriation items.
