        At the end of existing proviso language, following 
        Specific Appropriation 1671B, INSERT:

        From the funds in Specific Appropriation 1671B, the
        sum of $100,000 shall be used for the Discover
        America International Pow-Wow '99 to be held in
        Miami-Dade County.
