        Insert the following new paragraph of proviso 
        following Specific Appropriation 5 on page 2:

        From the funds appropriated in Specific
        Appropriation 5, $1,500,000 is provided to create,
        design and implement Institutes of Excellence in
        Infant and Toddler Development. Initial prototype
        institutes shall be established at Palm Beach
        Community College, Florida Community College at
        Jacksonville and the Family Center of Tampa Bay at
        Nova Southeastern University, and $500,000 shall
        be allocated for each institute. These institutes
        shall serve as model demonstration and resource
        development programs. They shall provide training
        for professional child care providers, related
        professionals and parents, and they shall emphasize
        the development of children from birth to age five.

Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
