110     Aid To Local Governments
        Grants And Aids - Class Size Reduction

        Insert the following new paragraph of proviso as the 
        first paragraph of proviso following Specific 
        Appropriation 110 on page 41:

        From the funds appropriated in Specific
        Appropriation 110, $33,500,000 at an average of
        $500,000 per school district, shall be used to
        contract services to improve the performance of low
        performing schools. The contractors shall assist
        districts and low performing schools to (1) assess
        problems and root causes of low performance; (2)
        design a plan to address assessed issues for
        improvement; (3) identify examples of "turn around"
        schools with similar demographics; may assist low
        performing schools to partner with these "turn
        around" schools and to adapt programs and strategies
        to their local needs; assist districts and schools
        with implementation of the plan; monitor the
        schools' progress and assist with appropriate
        interventions; and to provide a system of

        evaluation. The evaluation shall include
        recommendations for improvements to student
        learning, the physical plant, the total school
        environment and the overall community in which the
        school exists. The contractor shall report to the
        Senate President and the Speaker of the House on the
        progress of each low performing school annually in
        January.

        Finance Program

        In the third line of the first paragraph of proviso 
        following Specific Appropriation 109 on page 34, 
        strike:

        $3,146.91

        Recalculate the base student allocation to reflect a 
        change in the method of allocating Class Size 
        Reduction funds


Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
