          From Federal Grants Trust Fund                          3,000,000

        Immediately following Specific Appropriation  372-A, 
        INSERT:

        From the Federal Grants Trust Fund in Specific
        Appropriation 372-A, $3,000,000 is provided to
        create, design and implement Institutes of
        Excellence in Infant and Toddler Development, to be
        funded at $1,000,000 per institute.  The institutes
        shall serve as model demonstration and resource
        development programs in the community for the
        development of professional child care providers,
        related professionals and parents regarding the
        development of children, with emphasis from birth to
        age five.  Initial prototype institutes shall be
        house at:
        
           Palm Beach Community College
