13         Senate Amendment (with title amendment) 

14         On page 24, between lines 17 and 18,

16  insert:

17         Section 30.  In order to implement Specific

18  Appropriations 9-149 of the 1999-2000 General Appropriations

19  Act, the Commissioner of Education is authorized to establish

20  and implement accountability measures of student achievement

21  for all programs funded in the General Appropriations Act for

22  fiscal year 1999-2000. This section expires July 1, 2000.
