13         Senate Amendment 

14         On page 11, line 28, before the period

15

16  insert:  , including time to beginning of training and time to

17  completion. The price shall ensure the fair participation of

18  public and non-public postsecondary educational institutions

19  as authorized service providers and shall prohibit the use of

20  unlawful remuneration to the student in return for attending

21  an institution. Unlawful remuneration does not include student

22  financial assistance programs.
