11  The Committee on Crime & Punishment offered the following:

13         Amendment 

14         On page 3, lines 4 through 11,

15  remove from the bill:  all said lines

17  and insert in lieu thereof:  facility to knowingly, on two or

18  more occasions, violate a posted jail rule governing the

19  conduct of prisoners, if the rule prohibits any of the

20  following acts:

21         (a)  Assaulting any person;

22         (b)  Fighting with another person;

23         (c)  Threatening another with bodily harm, or any

24  offense against another person or property;

25         (d)  Extortion, blackmail, protection, demanding or

26  receiving money or anything of value in return for protection

27  against others to avoid bodily harm, or under threat of

28  informing;

29         (e)  Engaging in sexual acts with others;

30         (f)  Making sexual proposals or threats to another;

31         (g)  Indecent exposure;

 2         (i)  Attempting or planning escape;

 3         (j)  Wearing a disguise or mask;

 4         (k)  Setting a fire;

 5         (l)  Destroying, altering, damaging or defacing

 6  government property or the property of another person;

 7         (m)  Stealing (theft);

 8         (n)  Tampering with or blocking any locking device;

 9         (o)  Adulteration of any food or drink;

10         (p)  Possession or introduction of any explosive,

11  ammunition, firearm or weapon;

12         (q)  Possession of contraband;

13         (r)  Misuse of authorized medication;

14         (s)  Loaning of property or anything of value for

15  profit or increased return;

16         (t)  Possession of anything not authorized for

17  retention or receipt by the inmate and not issued to them

18  through regular institutional channels;

19         (u)  Mutilating or altering issued clothing, bedding,

20  linen or mattresses;

21         (v)  Rioting;

22         (w)  Encouraging other to riot;

23         (x)  Engaging in or encouraging a group demonstration;

24         (y)  Refusing to work;

25         (z)  Encouraging others to refuse to work or

26  participating in work stoppage;

27         (aa)  Refusing to obey a reasonable order of any staff

28  member;

29         (bb)  Unexcused absence from work or any assignment;

30         (cc)  Malingering, feigning an illness or injury;

31         (dd)  Failing to perform work as instructed by a

 2         (ee)  Insolence toward a staff member;

 3         (ff)  Lying or providing a false statement to a staff

 4  member;

 5         (gg)  Conduct which disrupts or interferes with the

 6  security or orderly running of the institution;

 7         (hh)  Counterfeiting, forging, or unauthorized

 8  reproduction of any document, article, or identification,

 9  money, security, or official paper;

10         (ii)  Participating in an unauthorized meeting or

11  gathering;

12         (jj)  Being in an unauthorized area;

13         (kk)  Failure to follow safety or sanitation

14  regulations;

15         (ll)  Using any equipment or machinery contrary  to

16  instructions or posted safety standards;

17         (mm)  Failing to stand count;

18         (nn)  Interfering with the taking of count;

19         (oo)  Making intoxicants or being intoxicated;

20         (pp)  Smoking where prohibited;

21         (qq)  Using abusive or obscene language;

22         (rr)  Gambling, preparing or conducting a gambling

23  pool, possession of gambling paraphernalia;

24         (ss)  Being unsanitary or untidy; failing to keep one's

25  person and one's quarters in accordance with posted standards;

26         (tt)  Tattooing or self-mutilation;

27         (uu)  Unauthorized use of mail or telephone;

28         (vv)  Unauthorized contacts with the public;

29         (ww)  Correspondence or conduct with a visitor in

30  violation of posted regulations;

31         (xx)  Giving or offering any official or staff member a

 2         (yy)  Giving money or anything of value to, or

 3  accepting money or anything of value from another inmate, a

 4  member of their family, or their friend.

 5

 6  Punishment for a violation of this subsection shall run

 7  consecutive to any other sentence the offender is serving.
