18 and insert:
19 Section 15. (1) There is created the Florida Space
20 Research Institute the purpose of which is to serve as an
21 industry-driven center for research, leveraging the state's
22 resources in a collaborative effort to support Florida's space
23 industry and its transition to commercialization.
24 (2) The institute shall operate as a public/private
25 partnership under the direction of a board comprised of
26 representatives of the Spaceport Florida Authority, Enterprise
27 Florida, Inc., the Florida Aviation and Aerospace Alliance,
28 and four additional space industry representatives selected by
29 the core membership of the board.
30 (3) The board of the Florida Space Research Institute
31 shall:

1 (a) Set the strategic direction for the institute
2 including research priorities, the scope of research projects,
3 and the timeframes for completion.
4 (b) Invite the participation of public and private
5 universities including, but not limited to, the University of
6 Central Florida, the University of Florida, the University of
7 South Florida, Florida State University, Florida Institute of
8 Technology, and the University of Miami.
9 (c) Select a lead university to serve as coordinator
10 of research and as the administrative entity of the institute.
11 (4) By December 1 of each year, the institute shall
12 submit a report of its activities and accomplishments for the
13 prior fiscal year to the Governor, the President of the
14 Senate, and the Speaker of the House of Representatives. The
15 report shall also include recommendations regarding actions
16 the state should take to enhance the development of
17 space-related businesses, including:
18 (a) Future research activities.
19 (b) The development of capital and technology
20 assistance to new and expanding industries.
21 (c) The removal of regulatory impediments.
22 (d) The establishment of business development
23 incentives.
24 (e) The initiation of education and training programs
25 to ensure a skilled workforce.
