13         Amendment (with title amendment) 

14         On page 2, between lines 2 and 3,

15

16  insert:

17         Section 3.  The records of Spaceport Florida Authority,

18  an economic development agency as defined in s. 288.075,

19  Florida Statutes, which contain or would provide information

20  concerning plans, intentions, or interests of a private

21  corporation, partnership, or person to locate, relocate, or

22  expand any of its business activities in this state are

23  confidential and exempt from s. 119.07(1), Florida Statutes,

24  and s. 24(a), Art. I of the State Constitution, as provided in

25  s. 288.075, Florida Statutes. This exemption is subject to the

26  Open Government Sunset Review Act in accordance with s.

27  119.15, Florida Statutes, and expires on October 2, 2004,

28  unless reviewed and reenacted by the Legislature.

29         Section 4.  The Legislature finds that it is a public

30  necessity that the records of Spaceport Florida Authority

31  which contain or would provide proprietary information

 1  concerning plans, intentions, or interests of a private

 2  corporation, partnership, or person to locate, relocate, or

 3  expand any of its business activities in this state be held

 4  confidential in order to protect the premature disclosure of

 5  information that would adversely affect business interests.

 6  Furthermore, the Legislature finds that it would be an

 7  invasion of privacy for this competition-sensitive and

 8  proprietary information to be revealed to the public.

13         On page 1, line 8, after the semicolon,

15  insert:

16         providing an exemption from public records

17         requirements for certain records and

18         information held by Spaceport Florida Authority

19         for certain purposes; providing an expiration

20         date; providing a finding of public necessity;
