14 On page 46, between lines 2 and 3,

16 insert:
17 Section 15. Section 414.1521, Florida Statutes, is
18 created to read:
19 414.1521 Diversion program to strengthen florida's
20 families.--
21 (1) The diversion program to strengthen florida's
22 families is intended to provide services and one-time payments
23 to assist families in avoiding welfare dependency and to
24 strengthen families so that children can be cared for in their
25 own homes or in the homes of relatives and so that families
26 can be self-sufficient.
27 (2) Before finding a family eligible for the diversion
28 program created under this section, a determination must be
29 made that the family:
30 (a) Includes a pregnant woman, a parent with one or
31 more minor children, or a caretaker relative with one or more

1 minor children.
2 (b) Meets the criteria of a voluntary assessment
3 performed by the Healthy Families Florida program; or
4 (c) Meets the criteria established by the department
5 for one or more children in the family to be at risk of abuse
6 or neglect or threatened with harm.

8 The services or one-time payments provided under this program
9 are not assistance under federal law or guidelines.
10 (3) Notwithstanding any provision to the contrary in
11 s. 414.075, s. 414.085, or s. 414.095, a family that meets the
12 criteria of subsection (2) shall be considered a needy family
13 and shall be eligible for services or a one-time payment under
14 this section.
15 (4) The Healthy Families Florida program, or the
16 department, may establish additional criteria related to
17 services or one-time payments. The department may establish
18 maximum amounts of one-time payments by rule.
19 (5) Receipt of services or a one-time payment under
20 this section does not preclude eligibility for, or receipt of,
21 other assistance or services under this chapter.
