19         (b)  No member of a coalition may appoint a designee to

20  act in his or her place. A member who is unable to attend may

21  send a representative to coalition meetings, but that

22  representative will have no voting privileges.

23         (c)  Members of the coalition are subject to the ethics

24  provisions in part III of chapter 112.

25         (d)  No member of a coalition may appoint a designee to
