19         WHEREAS, the Legislature recognizes the primacy of

20  parents as their children's first teachers and the importance

21  of children entering the education system ready to learn, and

22         WHEREAS, the Legislature seeks to assist parents by

23  providing opportunities for the state's at-risk

24  birth-to-kindergarten population to enhance their chances for

25  educational success by participating in quality school

26  readiness programs that can better prepare them for school,
